Part 4/4 There’s a reason you don’t really hear these voices anymore:
1. Naturalism became popular
2. Seasons aren’t expected to last as long (1-3 seasons)
3. Anime dubbing is still an exception but even that is changing (though not quite to the extent of western animation)
And keep in mind, I’m an American voice actor working in America on American projects so I’m speaking to that specifically, it would not be appropriate for me to analyze voice acting styles in cultures and industries I’m not a part of and/or don’t have as much experience in.

3/4 voice actor explains how to do the aggressive animated bully voice

That aggression is really characterized by punching those plosives so Hard T, hard K, hard P, hard B, and there’s this light false fold distortion that gives him that toughness we particularly hear when he laughs.

Nelson also doesn’t often appear to hold any notes, he speaks in short bursts and sustained vowels. Everything is clipped, punchy, and percussive.

Part 2/4: Chuckie Finster is in the forward nasal zone and we can hear air escaping through the cords on every word, so he has a constant breathy quality that sounds like he can’t quite get a full seal on the sound.
So if you keep your cords slightly apart so air bleeds through, that produces that whispery, half-formed quality.
I also hear the pitch often wavering on sustained vowels which means we hear them trembling, so it’s that sound you hear when someone is about to cry.
Then there’s that small upward pitch crack on emotional peaks we gear when Chuckie panics. His voice cracks upward briefly, which is a controlled register flip fully into head voice for a syllable or two before he settles back into the mask which sounds like that involuntary pitch break you can hear when kids are scared.
